BOARD OF PLANNING AND COMMUNITY DEVELOPMENT

In accordance with MGL, Chapter 40A and the Athol Town Charter, the Board of Planning and Community Development (BPCD) will hold a public hearing on Wednesday September 7, 2016 @ 7 pm in Room 21 of the Athol Town Hall located at 584 Main St., Athol MA. The purpose of this public hearing is to review four BPCD articles to amend the Athol Zoning Bylaw. The first article contains two parts, the first of which is an amendment to the Athol Zoning Bylaws, Article III, by deleting Section 3.23.3, Accessory Agriculture in its entirety, and replacing it with new language. The amendments are intended to clarify language included within the June 2016 Town Meeting article that amended Section 3.23.3 to allow Accessory Agricultural uses in the Multi-Family Residential (RA) zoning district subject to a Zoning Board of Appeals Special Permit. The second portion of this article is to amend the Athol Zoning Bylaws, Article II, Section 2.3, Use Regulation Schedule, by changing under the category of residential uses, the sub-category Accessory Agriculture, the use for Residential A to "SP" from "N". The use table was not amended at the June 2016 Annual Town Meeting.

The second article involves amendments to the Athol Zoning Bylaws, Article III, Section 3.16.4.1, which is part of the Open Space Residential Design Bylaw, entails changing the number of required of Concept Plan copies from six (6) to eight (8) and requiring that the application submission includes an electronic copy.

The third article involves amendments to the Athol Zoning Bylaws, Article III, Section 3.18.6.1, which is the Minor Site Plan Review Application Procedure section, entails removing requirement for Zoning Board of Appeals to obtain an application and replacing that requirement with "Zoning Agent/Building Inspector", changing the number of required of Minor Site Plan and narrative copies from six (6) to eight (8), and requiring that the application submission includes an electronic copy.

The fourth article involves amendments to the Athol Zoning Bylaws, Article III, Section 3.18.7.1, which is the Major Site Plan Review Application Procedure section, entails removing requirement for Zoning Board of Appeals to obtain an application and replacing that requirement with "Zoning Agent/Building Inspector," changing the number of required of Minor Site Plan and narrative copies from six (6) to eight (8), and requiring that the application submission include an electronic copy.

Said zoning bylaw changes are available for review at the Town Clerk’s Office in Room 10 located in the Athol Town Hall.
