Bid Document - Propane

The Town of Athol, Department of Public Works is requesting written sealed bids for a 3 year contract for the supply of propane to approximately eight (8) town owned buildings within the Town of Athol, as well as any other Athol departments, which may opt to use this contract.  The method of award will be up to the Town of Athol in consideration of the best interest for the town.  Proposals will be accepted at the Department of Public Works office, 584 Main Street – Room 24, Athol, MA  01331, until 2:00 PM Tuesday, September 26, 2017 at which time they will be opened and publicly read. 


Specifications and Proposal Sheets are available at the office of the Superintendent of Public Works, 584 Main Street – Room 24, Athol, MA  01331.  Bid packages will be emailed.  Please send an email to with all your business information and request the package. Please note that the Town Hall is closed on Fridays.  Any requests that are received on a Friday will be answered on Monday


All Bids must be in sealed envelopes and plainly marked on the OUTSIDE of the envelope “BID FOR PROPANE”.


Bids submitted will be evaluated by the following criteria:

  1. Per gallon bid price for propane.
  2. 24-Hour access to propane availability at specified location.  If facility is not open 24 hours, a contact person must be available to arrange for propane deliveries in an emergency situation.
  3. Ability to provide assurances that all requirements will be met.
  4. Signed copies of necessary certifications (attached to the Proposal) included in the submission.

e.  Monthly statements mailed to each department.

  1. Access yearly to approximately 18,000 gallons of propane as needed and   

         ability to provide automatic delivery and “watch dog” services.

     g.  Compliance with all Federal and State Regulations.


The Town of Athol reserves the right to reject any and all bids, which it deems not in the best interest of the Town.  The Town makes no guarantees as to the yearly estimated gallons of propane.  The past usage data is provided for planning purposes only.  The successful bidder will be required to execute a written contract, following approval by the Town of Athol, at a later date.


Purchases made by the Town of Athol are exempt from the payment of Massachusetts Sales Tax; any such taxes must not be included in the quoted price.  Massachusetts Tax Exempt Certificate Number – 046-001-075.
