Board of Planning and Community Development Public Hearing on February 7, 2018 for adoption of proposed changes to Board Rules and Regulations

BOARD OF PLANNING AND COMMUNITY DEVELOPMENT

In accordance with MGL, Chapter 41, Section 81Q, the Board of Planning and Community Development (BPCD) will hold a public hearing on Wednesday, February 7, 2018 @ 7:10 pm in Memorial Hall of the Athol Town Hall located at 584 Main St., Athol MA. The purpose of this public hearing is to review a series of proposed amendments to the Athol Board of Planning and Community Development (BPCD)’s Rules and Regulations with authority granted to the BPCD under Section 3.24.14 of the Athol Zoning Bylaw.

The first change proposes a site plan review fee schedule for ground mounted solar photovoltaic installations, which would be .025 cents per square foot with a maximum of $6,000.00 for all Ground Mounted Solar Photovoltaic Installations except for municipally or state owned facilities.

The second set of changes involves a proposed adoption of a solar decommissioning template document to facilitate uniform and adequate dollar amounts for financial surety as part of approving ground-mounted solar photovoltaic installations. As part of any application for approval of Ground-Mounted Solar Photovoltaic Installations, applicants are required to provide a form of surety in accordance with the process outlined in Section 3.24.12.3 of the Athol Zoning Bylaw. The Board proposed to adopt the solar decommissioning template as a Rule and Regulation, which includes labor rates and equipment rates that are to be used in calculating the total estimated cost of decommissioning the ground-mounted solar photovoltaic installation site.

Said Board of Planning and Community Development Rules and Regulations changes are available for review at the Town Clerk’s Office in Room 10 located in the Athol Town Hall.
