GROVE STREET (Phase 2) & MAIN STREET EXTENSION IMPROVEMENTS PROJECT

Sealed bids for construction of the Grove Street Phase 2 and Main Street Extension Improvements Project for the Town of Athol, Massachusetts, will be received at the Office of the Town Clerk, Town Hall, 584 Main Street, Athol, Massachusetts, 01331 until 10:00 a.m. prevailing time, on February 2, 2017, at which time said bids will be publicly opened and read aloud at the Selectman’s Meeting Room, Room 21, Town Hall.

The scope of work includes construction of approximately 470 linear feet of water main; 190 linear feet of sewer; 230 linear feet of drainage pipe; 2,190 square feet of concrete sidewalk; 815 linear feet of curbing; and 1,275 square yards of road reconstruction. The estimated project cost is $330,000.

Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the Owner, is required in the amount of five percent of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS.

The Instructions to Bidders, Form of General Bid, Agreement, Plans, Specifications, Performance and Payment Bond, and other Contract Documents may be examined at the following:

Copies may be obtained at the Office of Weston & Sampson Engineers, Inc., located at 273 Dividend Road, Rocky Hill, Connecticut 06067, from 9 a.m. to 12 noon and 1 to 4 p.m., upon payment of $50.00 for each set. Any unsuccessful bidder or nonbidder, upon returning such set within the time specified in the Instructions to Bidders and in good condition, will be refunded his payment.

Contract Documents and plans will be mailed to prospective bidders upon request and receipt of a separate check for $25.00 to cover handling and mailing fees. This amount is not refundable.

Both checks shall be made payable to Weston & Sampson Engineers, Inc.

The award will be to the lowest, responsible, and eligible bidder. The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00520, CONSTRUCTION CONTRACT, of these specifications.

All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended.

This project is funded in part by a grant from the Commonwealth of Massachusetts Department of Housing and Community Development under the Community Development Block Grant Program.

Prequalification of contractors is required under provisions of Section 34 of Chapter 90 and in accordance with 720 CMR 5.00. Bidders must be on the prequalified list provided to the Engineer by the MassDOT Highway Division Prequalification Department. All proposals submitted by non-prequalified bidders are subject to rejection by the municipality at or after the bid opening.

Minimum Wage Rates as determined by the Commissioner of the Department of Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27D, as amended, or by the Davis Bacon Wage Rates, whichever hourly rate pays more, apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.

By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after the opening of bids.

This project is subject to Title VI of Civil Rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968, and Equal Employment Opportunity.
